負責培訓以提高員工的工作技能，使員工以最大效率進行工作，并及時與員工進行績效評估，指導并培養員工有能力勝任更高職位；
負責對員工的過失提出處理建議；
確保能源管理計劃有密切的監督，和有效的執行(煤氣、水、電和柴油)
